ABOUT US

The Department of Lotteries was set up in 1967 with the objective of the resource mobilisation for the development of the state and as a measure to control the illegal private lotteries. Brainchild of the late Shri. P. K. Kunju Sahib, the then Minister for Finance in the EMS ministry, the department is a major source of non-tax revenue to the government. This initiative set an example for many other states in India in commencing their own lotteries. However, Kerala is still the leading contender, thanks to its efforts in upholding credibility, agents welfare etc. The department has an extensive network consisting of more than 35,000 authorised agents and around 100,000 retail sellers. The government has always given priority for income generation to these lottery sellers and their welfare. But this has not hindered the income generation for the state. In 1967 – 68, the income generated by the department was only Rs. 20 lakhs, with a net a profit of Rs. 6 lakhs. In 2006– 07, these figures have grown to Rs. 236.15 crores and Rs. 36.36 crores respectively.

The department had issued only one lottery ticket, with a single draw in a month or two, until 1987. Now it has six weekly lotteries and half a dozen of Bumper, Super bumper lotteries in an year. The department which had a very humble beginning now has 459 employees. The department have its central directorate located at Vikas Bhavan in Thiruvananthapuram, 14 district offices and a Regional Deputy Directorate at Ernakulam. Sri. Aswini Kumar Rai IAS, Secretary Fin(Exp) is presently holding the additional charge of the Director of State Lotteries.

ORGANISATIONAL SETUP

The Department is headed by the Director of State Lotteries and assisted by a Joint Director. The directorate has 2 Deputy Directors and four District lottery officers and one Accounts Officer(welfare) in Administrative position. Among others, the directorate also comprises of a Finance officer, Publicity Officer, Accounts Officer and two Auditors, in deputation from Finance Department, Public Relations Department, and Accountant General’s Office respectively. The Sales and Prize sections are functioning under the supervision of the two Deputy Directors. The Budget, Publicity and Internal Audit Wing in the Directorate are functioning under the supervision of the Finance Officer, Publicity Officer and Accounts Officer respectively. Accounts Officer (Welfare), at the directorate has the charge of Agents Welfare section, which looks into matters relating to agent’s welfare and the accounts section. One Regional Deputy Director at Ernakulam and 14 District Lottery Officers also come under the Department.

Printing and distribution of Kairali, Periyar Haritha and Bhagyathara Lotteries and weekly draw of Sowbhagya Lottery are the main functions of the Regional Deputy Directorate. Sale of lottery tickets, Agency registration, renewal, sanctioning of prize money and disbursement of prizes up to Rs.1 Lakh are carried out by the District Lottery offices. General administration, distribution of major prizes and granting of agencies outside Kerala, overall control etc., are the main functions of the Lotteries Directorate at Thiruvananthapuram. The Department is under the administrative control of the Department of Taxes, Kerala. There are 459 employees working under this department.
